Construction and rehabilitation of a residential complex with a total construction area of 13,381.55 m² distributed across 11 blocks, including the refurbishment of four existing buildings, at the site of the GNR Barracks, known as the “Cabeço da Bola Barracks.” The proposed functional program is mixed-use, comprising residential, tertiary, and equipment sectors. It includes 225 housing units with an average area of 75 m² each, ranging from studios to four-bedroom apartments. The tertiary sector will occupy one existing unit to be refurbished (Block 8), as well as areas on the ground floor of new buildings (Blocks 7, 10, and 11). An existing unit in Block 9 will be used for equipment.

Contract value: € 48M

Scope of services: Preparing all technical and legal documents necessary for launching the design-build tender, ensuring compliance with the current legal and regulatory requirements for each specialty to be licensed and executed on-site. This includes following the applicable rules and standards for HCC and meeting the functional and energy efficiency requirements specified in the Notice (RE-C02-i05) on Investment in the Public Affordable Housing Park, as published under the PRR. Providing technical advice during the tendering phase, including the analysis and clarification of any doubts raised during the procedure. Evaluating the submitted tenders and issuing reports for analysis and decision support. Reviewing comments made by bidders during the prior hearing. Offering legal support throughout all stages of the process.
