This week, AtlasEdge proudly celebrated the launch of LIS001, the first data centre on the 30 MW Lisbon campus – a strategic investment that strengthens Portugal’s growing role in Europe’s digital infrastructure network.

One of Europe’s largest modular Data Centre’s now stands as proof of what is possible when people unite around a shared mission.

From the moment it placed the first of 147 modules on 02 December 2024 to this opening ceremony milestone on 28 October 2025, less than a year has passed. Together, we completed 9,300 m² of digital infrastructure, setting a new benchmark for modular execution in Europe.

CONSULGAL – Consultores de Engenharia e Gestão is proud to have supported AtlasEdge in this landmark project, delivering Construction Supervision and Health, Safety & Environmental management services, in partnership with Tecnoplano.

The event, starting with a special ceremony held on-site right at the heart of the facility, was honoured by the presence of Tesh Durvasula, CEO of AtlasEdge, and Francisco Rocha Gonçalves, Vice-President of the Oeiras Municipal Council, highlighting the importance of this infrastructure for the region’s technological and economic development.

This achievement reflects the power of collaboration and technical excellence — combining innovation, precision, and teamwork at every stage of development.

And it didn’t stop there! We continued the celebration at a Rooftop Party. It was the perfect way to kick off this exciting new chapter in this project and a confirmation that CONSULGAL – Consultores de Engenharia e Gestão is on the right path to becoming a key player and partner in the Data Centre sector.

Congratulations to AtlasEdge on this major step forward, and thank you for the trust placed in our team.

In Marvila, in the heart of eastern Lisbon, construction has been completed on Lot 1, a residential development that promises to redefine the way of life in the city.

The CONSULGAL team, responsible for the project, carried out a visit to the construction site of the Oeiras Mar – IPMA Hub building. This visit was an excellent opportunity to closely observe the progress of the work and discuss relevant aspects of the project.

We firmly believe that this type of interaction between designer and contractor is essential for the success of our projects. We would like to thank Traço d’Obra, represented by Engineer Francisco Soares, for all the support provided during the visit.

The Oeiras Mar Hub, part of the Collaborative Network for Ocean Technology, is being developed within the IPMA Campus in Algés, in a space adjacent to the main building. This new hub represents a unique opportunity to create a leading ecosystem for marine monitoring, exploration, and surveillance.

In this space, joint initiatives will be promoted to enhance connectivity, cooperation, and complementarity between entities linked to knowledge and innovation, fostering synergies with other laboratory initiatives in the marine area. It will also benefit from close access to the sea – preferably at Doca de Pedrouços – and the available naval resources, including research vessels and controlled environment experimentation.

The Oeiras Mar Hub will host three main functional units:

✔ Ocean Engineering Unit (UEO)
✔ Interface Unit with the Economic Sector (UISE)
✔ Liquid Sample Unit (UAML)

Complementary areas are also planned for multidisciplinary testing and operational teams, with activities in science, knowledge, and innovation, linked to the economic sector and with a direct impact on the growth of the blue economy.

The construction of the building, located on the riverside front of Algés, presented a high level of technical complexity, especially concerning the foundations, due to the landfill area over the rio Tejo.

Consulgal, as the project designer, visited the works for this remodelling/expansion which aims to maintain the quality of the water that Águas do Centro Litoral supplies to the municipality of Leiria.

The contract for the Paúl WTP – Phase II, Borehole and L9 Interconnection Pipeline, with an investment value of close to 4 million euros, consists of the implementation of a raw water remineralisation stage and the construction of treatment stages to correct the ‘aggressiveness of the raw water’.

In addition to this renovation, the construction of borehole L9 and its corresponding pumping pipeline is also included, which aims to give the catchment system ‘greater resilience and reliability’.

The raw water from this subsystem has a very low level of mineralisation and a low pH. At the moment, a temporary system has been installed to increase the pH of the treated water by injecting sodium carbonate.
This contract includes a structured stage of remineralisation of the raw water.

It also involves strengthening the treatment stages and controlling the analytical results in terms of parameters related to the acidity and mineralisation of the treated water for a nominal flow rate’ of 950 cubic metres per hour.

The Paul WTP is part of the Mata do Urso water subsystem and is prepared to treat water for the entire municipality of Leiria, for around 128,640 inhabitants.

Don’t miss the interview that Vera Rodrigues, our representative in Mozambique, gave to Business Portugal magazine, a supplement to Diário de Notícias.

With a remarkable career that began in the pharmaceutical industry in Portugal, Vera Rodrigues now leads Consulgal’s delegation in Mozambique with excellence. With 13 years of adapting, learning and overcoming in the Mozambican market, she coordinates the company’s activity in that country, reflecting Consulgal’s values of ethics, quality and transparency 🛠️.

In an era when female leadership is vital, Vera symbolizes empowerment and success in the world of engineering!

In an interview with País €conómico, the Chairman of Consulgal, Rogério Monteiro Nunes, emphasised the importance of structuring projects for Portugal’s development.

Mr Monteiro Nunes said that the country needs new development infrastructures, such as the high-speed railway between Lisbon and Porto, the new Lisbon airport, and the new Oriental Hospital in Lisbon. He stressed that it was important for government leaders to make decisions, even if they were admittedly difficult, on important and necessary projects for the country.

Consulgal’s chairman also mentioned some of the major projects in which the company has been involved, such as Madeira Airport, the Porto Metro, the São Paulo Metro, and the Macau Light Rail, as well as the port of Nacala in Mozambique. He also emphasised the company’s initiative to create the “Consulgal Academy” to train and retain talent.

Consulgal celebrated its 40th anniversary in August this year and is experiencing a new period of growth, symbolised by its new headquarters in Carcavelos. Mr Monteiro Nunes said that the company went through a difficult period in the past decade as a result of the economic crisis that hit several countries, starting with Portugal. However, Consulgal is at a new moment of growth and expansion, both in Portugal and abroad.

Consulgal is proud to have recently supported BUS – Bens de Utilidade Social, in Cascais, with an important donation.

Consulgal was hired by Mariculture Systems as a consultant for the licensing procedure and financing of an offshore aquaculture project in Portugal.

This is a large-scale offshore platform for the production of sea bass and sea bream, with an output capacity of 8000 tons of fish per year.

The project will be installed in an area of 40 hectares off Vila Real de Santo António and corresponds to an investment of about 40 million euros.

Mariculture Systems is an Israeli company specialized in the development and implementation of innovative offshore aquaculture systems.

The system is based on submerged, firm and modular cages connected to a semi-submersible platform serving as an infrastructure for offshore fish and sea farming, enabling complete control over the entire growth process, while minimising environmental impacts.

Consulgal mobilised a multidisciplinary team to support this innovative project. Besides the consultancy services associated with the licensing of the platform, this contract also entails a funding road map identifying the public and private financial instruments available in Portugal, for this type of project.

Consulgal participated in the Matchmaking Session between Portuguese and Norwegian companies organised during the visit of the Norwegian Offshore Wind cluster to Portugal.

The session was held on 20 September, in Lisbon, at Miranda & Associados, Sociedade de Advogados. The event was co-organised by the Norwegian Embassy in Lisbon.

This pitching session included presentations by companies from both countries, followed by individual meetings between Norwegian and Portuguese companies. This session allowed Consulgal to present itself and establish contacts with potential Norwegian clients and engineering partners in the field of floating offshore wind power and its value chain. Consulgal wants to explore the strategic business opportunities created by Portugal’s ambitious targets for ocean renewable energy, and to contribute to the decarbonisation of the Portuguese economy.

It was with great satisfaction that, on 21 August, we saw 6 of our female engineers share their experiences in the world of engineering in the magazine “Pontos de Vista”.

Each of these women exemplifies the excellence and dedication that we are pleased to have in our team.

At Consulgal we deeply value the experience and work of all our female employees, somewhat contrary to what happens in the world of engineering, where women are often under-represented. We take pride in promoting an effective gender balance, ensuring that every talent is recognised and valued.

At Consulgal, we not only talk about equal opportunities, we also implement an equal opportunities policy for all our employees. We are committed to creating an environment where every individual, regardless of gender, can thrive and reach their full potential.

We are extremely proud of the achievements of the 6 women interviewed and of all the women in our company who contribute daily to innovation and success in the world of engineering.

The admission of Bruno Vaz is part of the strategy of modernizing and rejuvenating our staff. It is also the return of a technician who clearly showed his merit in our Baixo Sabor Dam construction supervision contract, as well as in his subsequent mission in Bulgaria, in our construction supervision contract of the sanitation and water supply system in the city of Vratsa. After a period of almost 6 years in Mexico, as Operations Manager at Fenix, an electricity producing company of the Mota-Engil Group, Bruno Vaz now takes on the challenge of strengthening and expanding Consulgal’s international presence.

We thank João Henriques for everything he did for our company and we wish all the best to Bruno Vaz.
